Compliance Exports

GET /v1/aud0/exports -- JSON/CSV packages of existing Evidence Reports. PDF and signed evidence packages are not built yet (rejected by the API as out of scope this pass).

Not available: PDF report / signed evidence package export (PRODUCT_PLAN.md section 17 names these "senare" -- later; the real API rejects format=pdf/signed_package with an explicit 400). ST0RE artifact upload is also not live -- every export's artifact_ref is a documented kind='local' placeholder, not a real ST0RE URI.
